意思 meaning :
要射人不如先射他所骑的马；
Want to shoot the man，why don't shoot his first ride, the horse;

 

要制服贼徒，就要先捉住他们的首领。
Want to subdue a thief, have to catch their leader first.

 

劝告 advice :
解决问题时要对症下药才有效，处理事情时也要从关键处着手。
When to solve the problem, want to suit the remedy to be effective, as well as the key to dealing with things.

 

警惕 alert :
当人民带着满怀希望推选了某位领袖，而他却没有对人民的问题对症下药时，反而只一味去实行他想要的政策就会导致人民的不满。
When the people have elected someone with a hopeful leader, but he did not remedy the problem of the people, he could just go blindly implement the policy he wants, will lead to discontent among the people.
